Cones and rods are the photoreceptors of the retina. Cones (~8 million, largely in the fovea) provide colour vision and sharp vision when there is enough light (photopic). Rods (~120 million) work only in low light (scotopic) and see no colour. The number of rods falls off sharply past about 20° of field angle.
